Townsley Consulting Group Founder and Principal Michael Townsley has a strategic
energy and utilities industry perspective with over 35 years of full process experience working in
managerial roles for two large utility holding company systems as well as in technical and
consulting roles; for both regulated and unregulated companies; and as a Deputy Director for a
large public utility regulatory Commission.
Michael’s professional background includes substantial experience in: strategic business and
operational business unit planning; state regulatory procedural rule making and regulatory case
processes; power system facilities planning and design; energy efficiency and demand response
program planning, program marketing, program fulfillment and evaluation; competitive
(deregulated) and regulated retail marketing and sales support; RD&D portfolio planning and
management.
A capable communicator Michael has provided expert oral and written testimony on industry
policy, resource planning and technical issues before utility regulatory commissions in
Connecticut, Massachusetts, New Hampshire and New York, as well as before state legislative
bodies and state facilities siting authorities.
